£40 triennially). One Passed Cadet is required to complete

this group but is available for 6 months to act in the

Treasury and Post Office (see Table IV.)

Table II groups together the

Registrar-General's and District Officer's Departments forming

together two leave cycles. These are the two essentially

Chinese speaking departments in intimate relations with the

Chinese population and discharging more or less similar

respective in functions in the Colony and the New Territories. I desired to

group them together instead of in two separate cycles in

order that the District Officer of the New Territories may

act for the Registrar-General since a senior officer is

required for so important an office and the two Assistant

Registrars-General will usually be junior officers.

In Table III the Harbour Master is

excluded since he will never be a Cadet. I am in a separate

Despatch about to propose to you that during his absence on

leave the King's Harbour Master (if the Admiralty agree)

should act for him. A Chinese-speaking Officer would in that

case perform the non-technical duties of the Department and

supervise the Junk Traffic. Some such arrangement is

necessitated by the proposed Customs Convention with China
